Buyers are contacting me that they cant check out from my store because it says
there are no shipping methods currently available for that country. I have shipping
enabled for all of the EU and these are EU customers.

Domestic orders can't check out, and I have an order from Denmark who was
able to place an order, but the buyer from the Netherlands for the same set couldn't.

I would suggest adding a manual invoice shipping method without any restrictions
to catch any orders that aren't processing correctly with your existing shipping
methods.

If VAT is to be collected, don't you have to have IC (instant checkout) active?
Maybe check all your shipping methods for the countries you ship too?
