Do they need the original bag to be new complete? Or would it be new incomplete?
I've seen it listed either way on here but want to do it right. I currently
have mine listed as new incomplete because they don't have the foil bag but
have all the pieces and paperwork.

pretty sure if you don't include the foil bag or the leaflet it has to be

Okay. That's what I thought. I see a LOT of listings as complete without
the bag, and was second guessing my listings. I want to be as upfront as possible.

Are you sure? I never list them with the foil bag and have never had an issue.
Can't you do the same with any other set. If you have all the piece, with
instructions, but no box, you can list it as complete, right? I don't usually
sell sets, so I could be wrong.

Thanks! They should seriously consider changing that, as I'm sure the majority
of used sets no longer have their instructions and even more so without their
box. It forces sellers with complete sets to mix their listings in with the incomplete
ones.

I personally avoid sellers who say they've checked the bags by feel. It means
the parts are more likely to be scratched up. I stopped buying any loose at the
store for the same reason. I might just be hypersensitive to it though. Who knows?

I knew when I found the antenna on the radio that I'd found the Astronaut
with Space Baby in it! I wouldn't give up feeling the bags for anything!
I found it very easy to identify the Muppet Collectible Minfigures! More so after
having opened one and verified it, although I was able to find them even without
opening them!
Some Collectible Minifigure series are more difficult to get the feel of than
others. It all depends on how good you can get at feeling out LEGO parts you've
never seen or touched before!
It does help in most cases though. It can be a decider on whether I want to buy
a bag or not, if a new series comes out!
Don't be too fast to disrespect feeling the bags. Most people should be able
to feel out the parts without making significant scratch marks on them. Some
people have more tactile sensitivity than others. It's no big deal if someone
wants to open a bag and verify it.
Occasionally I've come across a bag has had a set of it's inventory land
badly when packaged or during transit, and some parts tend to settle into other
parts they'd fit into. I have opened bags where there is a helmet or hairpiece
included, and the minifig head for the Collectible Minifigure ends up being inside
the part it would be attached to. Sometimes it is upside down or sideways and
partially inserted, especially if it's a non-standard piece that goes on
the head of the minifig.
This sometimes means that feeling a bag requires one to find parts known to be
in that bag in order to determine what it is. It can be quite confusing sometimes
when something feels a lot like something else but isn't feeling quite right
to the touch.
There are pros and cons to feeling out parts in bags. Mostly, though, I consider
it worth it if I'm collecting minifigs for myself.
Cheers ...

is it still sealed if it's cut? I don't think it would qualify. when
someone buys new sealed they don't expect the seller to have first cut it.
if it's cut its best to list it as new complete

I agree, just sell them as new complete. We just put up a bunch of collectable
minifigs and listed them as new complete. In the comments section we wrote:
***100% Complete - Minifigure and all parts, along with the instruction leaflet
are put into a ziplock. Original outer packaging not included.***
Buyers can plainly see that the original bag is not included and they have been
selling very good so far with no complaints. I think as long as the figs are
new (and not used in really good shape so it is listed as new) and all the accessories
are present then most buyers just dont mind if the package is not included.
Jim.

Looks like sealed are often priced higher. It's fun to guess them, so I buy
sealed if the price is the same, otherwise I’m ok with opened. The only time
I specifically needed an unopened bag was for a gift so the recipient would have
