| As I am sitting here building 10316-1, I suddenly wondered why Elrond put Bilbo
up. I know Bilbo helped Thorin, but did he help Elrond? Will Elrond put up
anyone who will follow the rules?

I'm sure it was at Gandalf's request, otherwise Bilbo could have been
captured by the Enemy and given up who knows what information.

Could be because Bilbo is far older than most Hobbits due to the cursed ring
and gets special treatment. It's also why he was invited to go on a long
trip with most of the remaining elves at the end of LotR.

the one place he could find some amount of bodily comfort before joining the

And re-read the Lord of the Rings! 50 year-old Frodo is the best hobbit and there's
entire chapters the films had to leave out, and The Return of the King has Saruman's
alternate ending (and half-filled with side stories).

For sure. I read them several times back-to-back in the late 70s. I subsequently
started in on The Chronicles of Thomas Covenant books and quickly became immersed
in Donaldson's amazing fictional works, forgetting much of Tolkien's
until the movies. Movie form is just too abbreviated to ever do such literary
works well enough, imho.

True. Faithful adaptions (if not word-for-frame, in spirit) are few and far between.
I always hope the showrunners have an Oprah moment while endowing side characters
with speaking roles.

I think a certain kinship existed between all Ring-bearers. Even when friendship
and hospitality were not especially earned; Galadriel to Frodo; Frodo to Smeagol.
Elrond allowed the One Ring to be claimed by Men, and may have felt responsible
for how things turned out. And Bilbo, for his part, gave all of Middle-Earth
a second chance.

as honored guests, whoever they were, even murderous exiles. Maybe it’s not
how it really worked but it’s how the people of those times were imagining it
should work and those stories were how these ideas were diffused.

Exactly 
That’s one of Tolkien’s points in Lord of the Rings: times are changing (end
of the Third Age), things were better before (when were they not?), Evil is spreading,
olden ways are being forgotten… but there’s still islands of hope: the last Elves,
the last Dwarves, budding scions of well-rooted trees in Gondor & Rohan, and,
surprising for most, small, insignificant Hobbits.

In a way yes - when Bilbo first sees Frodo again in Rivendell after *checks notes*
18 years or so, he mentions that he thought of going back for the Ring but that
Gandalf and Elrond wouldn't let him:
"I hear all kinds of news, from over the Mountains, and out of the South,
but hardly anything from the Shire. I heard about the Ring, of course. Gandalf
has been here often. Not that he has told me a great deal, he has become closer
than ever these last few years. The Dunadan has told me more. Fancy that ring
of mine causing such a disturbance! It is a pity that Gandalf did not find out
more sooner. I could have brought the thing here myself long ago without so much
trouble. I have thought several times of going back to Hobbiton for it; but I
am getting old, and they would not let me: Gandalf and Elrond, I mean. They seemed
to think that the Enemy was looking high and low for me, and would make mincemeat
of me, if he caught me tottering about in the Wild."
