They ship to you but cannot take payment from you. Just like the 100s of other
threads about sellers that do not take onsite payments and so have the tax collection
problem. I really wonder how these sellers are still here but haven't noticed
the lack of orders.

Some may no longer be active, and simply haven't bothered to update their
shipping and/or payment methods.
Some may be active, but don't ship to the U.S. or other places that may require
onsite payment, so have little need for it anyway.
There are also a few states that don't have sales tax, but the number of
buyers from these states is pretty small (Alaska, Delaware, etc).
There are also a few countries where PayPal is not available (such as Turkey),
but Stripe may be an option for sellers in these countries.
This is a US store though. Either they took so few orders before tax was implemented
or they just haven't noticed a huge drop off in sales.

Trust me, I spent a total 25 years in Cleveland, 4 days of which were sunny.

Ah haaaa, okay. I've seen threads regarding this but I just didn't put
two and two together. Seeing the results in action I get it now. I think this
came about right about the time I was getting involved with Bricklink so it was
hardly noticeable.
