And, yes, there’s VAT on instructions. There’s VAT on everything.
In the UK, there's no VAT on printed books. So if it's declared as such
on the customs declaration then there should be no VAT to pay unless Bricklink
collects it automatically and doesn't know that books are zero-rated.

Oops, sorry, I should have checked the rate¹.
¹ Technically, there’s always VAT on everything… but, for books, it’s a reduced
rate and, apparently, it’s reduced down to 0% in UK. Yep, the technicality is
that “0% VAT” is different from “no VAT.” But, plainly speaking, “no VAT” is
correct.
So if it's declared as such
on the customs declaration then there should be no VAT to pay unless Bricklink
collects it automatically and doesn't know that books are zero-rated.
Indeed, does BrickLink handle the different VAT rates correctly?
If the order is under £135, BrickLink will collect the VAT directly, so there’ll
be no way to fraud anyway.
And, yes, there’s VAT on instructions. There’s VAT on everything.
It doesn't really matter whether VAT has been collected, marking commercial
items as gifts is still not allowed.
Sure, but if the VAT has already been collected, there’s no reason to lie on
the customs form any more.
It would even be stupid: you’d risk your package inspected and re-qualified and
have to pay for a VAT you already paid.
Also, the “gift” threshold should be around €40, below the £135, so the VAT will
have been collected.
BL does collect full rate VAT on printed items, even though it shouldn't
be collecting it.
That’s what I feared… though I remember a discussion about putting things (particularly
gears) in the separate categories so help with VAT.
