Most likely a packing error since the hair pieces are identical except for color.
And as seen in the set image, there is only one minifigure with black hair.

- set image shows 3 brown and 1 black, but
- box image shows 2 black and 2 brown (front of box 2 black on 2 green torso's,
back of box like submitter says)
The set doesn't seem to have an instruction. Shouldn't we see the images
on the back of the box as instructions in this case: the Minifigures are shown
in the 'parts list'.
It looks like there are errors in these minifigure inventories of set

Yes, if there are no instructions for the set, then the minifigures would be
based upon the set images on the box (as long as the minifigures are built the
same in every image shown on the box, which seems to be the case). This set definitely
needs fixing.
I guess we need to fire up the Ax signal.

This has been completed. The above figures all needed a hair transplant, from
brown to black and vice versa.
Since the correct minifigures were added to the catalog and the inventory of
the set was updated accordingly, the original inventory change request here is
no longer needed and will be discarded.
