Change part 3021 (plate 2x3) from blue to dark blue.

Thank you for submitting this change request. It would be easier to check though
if the reason and source are mentioned for requests like these.

The inventory was submitted by 'sealed set contents' and LEGO data as
well as the Parts List in the Instructions show PCC 302123, which stands for
Blue for this part.

There has to be some evidence that this plate came in Dark Blue in this set and
if it did, it would probably be an alternate for the blue plate. So removing
the Blue plate from this inventory is most likely incorrect.

For more research it would help if you would answer the questions below. So we
won't have to spend hours on the world wide web!
- why do you want to remove the blue plates?
- what is your source for the dark blue plate and can you provide evidence.
