The production of thin clips

checked, all copies of this set 7823 (produced between 1986-90) came with

So it seems all copies of this set came with thick clips.

TLG had already decided to produced thick clips because the thin clips were very
fragile. They did not care if a second model of this set would not work with
thick clips.

The logs that sezar mentions in his reply, shows a link to a sealed set being
opened:

It definately shows the thick ring variant, so it can't be removed from the
inventory. It also shows that it's very close to the tire indeed. This would
have made many children unhappy back then, when it blocks the wheels from spinning.
