Instructions show element id 4211675 which is the Turntable Top 4 x 4 Non-locking. It makes much more sense given that the base is smooth as well.

Just two months ago this was changed based on sealed set contents.

It could be the set first came with 3404, but we will need more proof for that.
Turn Table Top 30658 definately has to stay though.
