Anyway, how do you submit a new entry for such a polybag?
I have a friend that was selected for the trial. He mentioned this to me the
other day when I told him the pirate pack was coming for all. He got the Halloween
and Christmas packs but was never offered the pirate pack. Similarly, he was
never surveyed about the scheme at all. I assume LEGO just gave up with the trial
and went ahead with them as normal GWP rather than as VIP selectable gifts.
BTW - I wonder why the BL inventory contains a minifigure. Yes, all the parts
for it are contained in the polybag but there are no instructions and no (I can't
find it) official photos of the set showing the minifig.
One could claim that if there was to be a minifigure in the inventory, it would
wear a pirate hat as there are two minifigs and two hats included in the set.

mind it being in there, but it might be removed.

Having complete skeletons in service packs and similar sets (even when they are
not shown assembled) is some kind of a tradition here, probably because the skeleton
parts cannot be used in any other way.
