I’m wondering, why there’s no entry for polybag 40515 (Pirates and treasure VIP
add on pack)?

Because it was a VIP item not available to (all) the public?
My guess.

Yet you’ll find 40512, 40513 and 40514.
Even the 40178 Iconic VIP Polybag.
Just got a couple as a GWP at my local Store and was puzzled not to find it here.

No user have added it yet, its that simple.
Some one have to ad it, take the picture of it and make a inventory for it.
Until that is done you wont see it on BL.

You have it so give it a try.

Your name's Occam?
No kidding, that's the most obvious reason, I agree. Thank you!

You’re tempting me though I don’t have much spare time these days.
Anyway, how do you submit a new entry for such a polybag?

I have a friend that was selected for the trial. He mentioned this to me the
other day when I told him the pirate pack was coming for all. He got the Halloween
and Christmas packs but was never offered the pirate pack. Similarly, he was
never surveyed about the scheme at all. I assume LEGO just gave up with the trial
and went ahead with them as normal GWP rather than as VIP selectable gifts.

BTW - I wonder why the BL inventory contains a minifigure. Yes, all the parts
for it are contained in the polybag but there are no instructions and no (I can't
find it) official photos of the set showing the minifig.

One could claim that if there was to be a minifigure in the inventory, it would
wear a pirate hat as there are two minifigs and two hats included in the set.

It is in there as a counterpart. The inventory isn't approved yet. I don't
mind it being in there, but it might be removed.

Ah, I see it now. I wasn't aware that minifigs could be counterparts. That
makes sense.

Having complete skeletons in service packs and similar sets (even when they are
not shown assembled) is some kind of a tradition here, probably because the skeleton
parts cannot be used in any other way.

I wouldn't mind having complete skeletons (without helmets) in that VIP set.
We already have them in
