Because it has new parts and minifigs that are needed to complete the inventory.
See attached for the current approval of parts/minifigs backlog.
I know the pending log may look dramatic... but of the 1085 parts currently pending,
it looks like less than 100 of them don't have a sticker.
There is indeed a backlog of stickered parts and odd gear, books, etc. They are
prioritizing new items. You can look at the What's New section to see all
the new items and sets being processed. I've been working on new inventories
nearly every day this year, and I can tell you the admins are doing an amazing
job.
