Unfortunately I can't tell by these images that Adult and Baby Brachiosaurus
are Bright Light Orange. I'm about to submit the inventory for the second
variant of this set, that came in 2008. I bought a few of these Dinosaurs and
asked around with other sellers who have these for sale and they are all Medium
Orange.
Untill you can provide hard evidence for the existence of these Dinosaurs in
Bright Light Orange, I assume that in the short period of 2007 LEGO just used
the Medium Orange they had left and produced the second version of the set (9213-2)
once they ran out. So I can't approve this request.

You are actually saying here that those PCC's you found stand for unprinted

So maybe they stopped producing Medium Orange Dinosaurs back in 2005, but had
a lot of them left and decided to put them in a new set for one year in 2007
and change colors in 2008.

The Dacta sets the Medium Orange dinosaurs last appeared in were first released
in 1997. For them to have been around for a few years would have still meant
around at least five years without these things being in production before 2007
rolled around.
I have unprinted dinosaur assembly IDs. The printed IDs would have to come directly
from LEGO because printed assemblies have their own Design IDs that could be
any number in the 80000 range.
2005 had only used a few bricks and plates for a bonus box in this color. The
unprinted assembly IDs date back to early 2006, meaning that LEGO intended on
these dinosaurs being Bright Light Orange. For them to produce these older dinosaurs
in a set as late as 2007 would mean that the original IDs were still active and
available for production, which I highly doubt. The older colors did not make
it past 2006 Bionicle tubs. If they did in fact, use older colors even after
creating new IDs, this would be a special case that I haven’t seen before.

At this point, we are going to need some actual proof, and not just images that
you find. The first step would be proving these dinosaurs actually exist in bright
light orange by getting ahold of both of them. Diana has bought many of these
dinosaurs recently, and they are always medium orange.
We also have solid proof that the set was released in 2007 and then again in
2008 with all new parts and colors. So why was the 2007 version even released
if it was to be replaced only one year later? My theory is that the 2007 version
was used to clear out any remaining stock they still had on hand of the old dinosaurs.
If you get ahold of both of these dinosaurs in bright light orange, take a photo
of them next to known bright light orange and medium orange pieces for comparison
and post that here. Only then will we begin to entertain the idea of possibly
making any changes to the inventory.
