32064 is an unspilt umbrella. The modern piece is still named 32064, but B and
C are mixed in. In this case, I am sure it is 32064c. But every time I buy
9794 it winds up being a later release.
Interesting. I guess you don't have the sealed bag anymore? Would like to
have a pic attached here for reference because until now my assumption would
have been that 6538a was completely phased out in the late 90s (replaced with
6538b).

Yep. Me, too. At least on the one that is pointed up where I can see the axle
hole clearly. The axle hole for the 'b' version has two different shapes,
but the axle holes always line up with the ruts on the outside of the part. In
that photo, the axle hole on the one pointing up is definitely lined up with
the ruts. The axle holes line up with the ridged sides on the outside of the
'a' version.

The A version has a very clear perpendicular + too. B has a severe X variant
and a less severe variant, but neither looks perpendicular.

The comparison photo suggests that the split between variants is based on the
type of axle hole.
I was confused and I am sure 99% of buyers and seller will be confused as well.
I am curious why this part is split based on if the ruts and axle hole line up
or not.

We had a discussion about that not so long ago.
My explanation is that these ruts allow the part to fit between studs (like a
1x1 round brick or plate) and if the four studs it’s fit between are the ones
of a 2x2 round brick or plate, you want to know whether the axles will be aligned
or not

You can go by the hole. There is no + hole with x orientation.
