I'm sure these tiles should all be regular parts. We don't have an official parts list for this set but it does not make sense to include 12 of them as extra when there are just 4 regular ones. Also our current piece count is 542 while the official piece count is 554 so it makes sense to add 12 parts.
I will adjust the inventory note (which currently states "The 12 extra part 3068b Tile 2 x 2 with Groove in black are used solely for the additional stickers. No more than 4 are ever used for any model.").
