The Dimensions games came with minifigs and other parts. The minifigs builds
are shown in the instructions, the other parts are used for different builds
within the games.
So, this Dalek got left out because there are no official instructions for it.

It just seems strange that the set is called "Cyberman and Dalek" here (LEGO
don't call it that, just Cyberman fun pack), there is a picture of the dalek

just digital copies of the printed instructions.

than 12h isn’t so surprising if it was priced correctly (“bulk lot”).
What could be puzzling is the absence of photos: surely, they posted a photo
when they listed it, so they should have it… or maybe it’s not catalogue-worthy
(“bulk lot”) and they didn’t take time to take a good one.

listing has the figure assembled. I didn't build them before selling them,
as I sold them as new and never built.
They were going to go on ebay next time they did 80% off fees or similar offer.
I rarely put anything on there when it is full fees, especially more valuable
items. But as that is not on this week, I thought I might as well chance it on
the local Facebook marketplace in the meantime. And I got a bite straight away.
