Although only four of these are used in the instructions, the set does come with
eight of them.

If only four of these are used in the main build/alternate models, shouldn't
the other 4 be listed as extra pieces?

That is not how we define extra pieces.
The definitions for the different inventory sections can be found here:

Specifically, for parts in the "Regular Items" section:
"Regular Items - Parts required to build the main model and any secondary
models plus any other parts on the official parts list. In the
absence of an official parts list, the official parts count, the instructions,
and/or images on the packaging are used to determine as closely as possible the
contents of this section."
I have emphasized the part that is relevant.

Ok, thanks foe clarification. Could a note be added that only 4 wheels are used
in the build but 8 were included in the set?
