What is the definition of "Redesigned"?

IF one part in a set is changed and the instructions has changed too, is it a
redesigned set? For example the set
 
Set No: 7745  Name: High-Speed City Express Passenger Train
* 
7745-1 (Inv) High-Speed City Express Passenger Train
695 Parts, 10 Minifigures, 1985
Sets: Train: 12V

I guess it is not redesigned.
Then how would you determine/define if a set is redesigned?!

For example, there are various trains coming first with tall 4.5v motor

and then with short motor

adjust the build.
