This part was never split correctly and is most likely wrong in many
sets (and it has been put on catalog todo list).
Stickers are gear if they are not used to build the model.

Did some of these sets not come with anniversary sticker and certificate of authenticy?
I can't seem to find any in my set.
Only the first 10000 copies ( =first production run) had the certificate of authenticy.
The boxes also have a special "limited first edition" logo on the front side:

Does this also apply to the anniversary sticker?
I'm not sure, but since it's a 30th anniversary sticker it would
make sense that only sets produced in 2007 have it.

was left in the inventories without making it "undetermined" and without going
back and double-checking the sets. My guess is that more than 50% of the sets
that claim to include the variant without hole never had it, based on a large
lot of sets (100) that I bought that had many sets that BL claims to include
the variant without hole, but there was not a single part of that type in the
lot and I haven't found that many when buying bulk used LEGO since then either.

I agree with you. I don't think the very first variant of that part ever
existed in many sets. This is only one of the variants that makes addressing
older inventories so hard. Not to mention that the extremely rigorous process
that we go through now for including new inventories into the catalog wasn't
always practiced. Thus, older inventories are riddled with errors when it comes
to alternate parts.
What is nice though is that a new cadre of users here are starting to unravel
and fix a good portion of these issues. That includes you, Jonas, Reza, Jonathan,
etc. I have no doubt that the inventories in the back catalog will continue to
get better with the help of all of you.
