Could you please post an image of the cover card for this set? I would like to
see if it differs from the cover card for the 1999 version. If so, we should
probably make a new catalog entry for the set instead of adding all of these
alternates.

That front card is different from the 1999 version shown below. I think a new
set entry is going to be the solution to this as they are easy to distinguish
by the part count and theme logo listed on the front. The 1999 version says 804
pieces and has the Dacta logo while the 2003 version says 800 pieces and has
the LEGO educational division logo.
Please submit your set to the catalog as set 9680-2 with the name "Energy Work,
Power Starter Set (2003 Version)". From there, we can start on an inventory of
the set. Could you please send high quality photos of the entire parts list that
was included on the card in your set to inv@bricklink.com?

I did not receive any images of this set through email.
Right now, the set is just in a pending status. It will remain in a pending status
until an image of the set is uploaded on the following page:
In the first text box behind "Item No:", you would type in 9680, and in
the second text box behind "Item No:", you would type 2.
Once the image of the set is uploaded to BrickLink, the catalog admins will be
able to approve the set.
After the set has been approved, we can start on an inventory for it. As requested
in an earlier post, please send high quality photos of the entire parts list
cards that were included in your set to inv@bricklink.com
