Originally yes, they came undecorated with the stickers on a sheet. So they are
no different then more recent stickered minifigs.
So this is just a matter of building consitancy in the catalog, regardeless of

Also, all old minifigs with stickers are configured this way, so the early castle
figs were truly an exception to the rule:

  So this is just a matter of building consitancy in the catalog, regardeless of
the fact whether it is usefull.

It is useful in the sense that now when someone searches the catalog for a vest
in Light Gray, they can see instantly which sets and figs it came in. And as
a result there's one less thing on the learning curve for newbies.

And the way things were, the 2 yellow castle inventories were showing the fig
stickers *twice* in the Regular Items section, which theoretically could have
caused problems for users who were reading too closely.
