One should not be allowed to make an Inventory Change request for an item, when
there's already a request pending for the same item in the same set.
This would be good for the change request submitters ánd for the admins
The list of pending requests would be a lot smaller.

Inventory admins should approve requests faster. That would cause less duplicate
requests. If they are overworked, Bricklink should appoint one or more additional
inventory admins to help them.
