I was just sitting here thinking of ways to improve BL...I thought...why not
use vBulletin?
I'm sure it's been investigated, and I'm not sure of the price...

Forum software. One problem would be that BL2 is being written in ASP.NET, probably
using a Microsoft DB software, whilst vBulletin uses PHP and MySQL.

I doubt it will happen due to factor you mentioned, JDB. That and I do like how
BL forum works.

Keeping user accounts straight (single sign-on for the website/forums) would
probably be the most difficult challenge but I'm sure it can be done. It is nice
to have integration from the forums into the rest of BL (user profiles, stores,
feedback ratings, macros for inserting items into posts, etc.) That integration,
since the site and forums were built together, is probably a big reason why they
stick with the current (rusty!) forums.

Me, too. One thing which be helpful to many rightaway and is probably very easy
to
implement would be an small box option to show the part-colours in bold types
in your orders received/placed.

Despite a huge flatscreen, its sometimes tricky to read the partcolor for doublechecking
with the image from 2 meters away while packing orders.

If it really improves the site and is easy to maintain, or doesnt ramp up costs
afterwards to much, i would agree.
But my understanding of code-languages and stuff doesn´t go beyond most common
html-language, so consider this statement from a noob point of view.

As a non-web-developer, I don't know the terminology or the various apps and
protocols available. But the biggest (in fact, only) improvement that I'd like
to see in the Forum is a way to just see new messages, i.e. messages I haven't
read yet. Sometimes an interesting post can collect responses for hours, or
days, and I hate to have to keep opening the thread and scanning through it to
see of anything new has been added. And since I know that I hate doing
it, I assume that other people do to, so sometimes I may feel like posting a
late response to a thread, but I end up not bothering because I figure it's unlikely
anyone will ever see it.

So it'd be great if I could just open the Forum a few times a day and have an
easy way to see all the messages I haven't read yet, and it would encourage me
to participate in threads where I think I have something to add, even if the
thread is a few days old.

From a newcomer - the forums are definitely one place that BL seriously lacks.
I'm sure there are a lot of longtime members who are used to them, but they pale
in comparison to any of the variety of forum software out there.

This site does a lot of things well but the forums aren't one of them IMO.

vBulletin is probably the most popular/powerful. $200 doesn't seem too expensive.
IPBoard is comparable and also provides for a hosted version (which might be
prohibitively expensive). PHPBB and SMF are two free options. All of them are
leagues ahead in terms of functionality and would be a very welcome addition/change.

Migrating all the current forum content would probably be an epic pain (if possible)
so that's one big problem with switching.

Edit: (hey, that's something I could do in another forum software! )

Just noticed that forum content is purged after 6 months, so maybe starting fresh
wouldn't be so bad. Offloading all of that content into the forum database would
be nice, then you wouldn't ever have to purge it - there are forums out there
with WAY more than 600k posts.
