| I shipped the wrong parts to a buyer and trying to issue a refund for the cost
of the parts he paid for. A mix up between two orders, so I can't replace.
But I'm getting a PayPal processing error.
Admittedly it's for GBP 0.31 which might be below a PayPal limit, could that
be it?
I've reported to the help desk, but not heard back yet, so trying here in
meantime. I don't want to do PayPal directly, as the recipient will be charged
fees.
Last resort is I buy the parts again and then send onto him.

There's no minimum, you can refund 0.01 (but below IDK).
What's the error?
Be sure to have a simple text in the refund, avoid weird chars or punctuation...
Try with no text at all.
Check if you've enough of this currency in your PayPal account.
Check also on PayPal if it's not already refunded; it happened to me I refunded
twice after the first was said "error" but was processed on PayPal anyway...

Have tried all those. I might have changed PayPal accounts after this sale (location
issue), could BrickLink be trying to link to the old merchant ID?
