| I have a bad of legos sealed but it has holes in it would it be considered new
or used?

That's new. I love those old bags and miss them dearly.

Yeah way different than the ones used now it has been in storage for a while
not sure if it would be new holes would let dust in from sitting on a shelf for
over a year.

I've sold stray vintage bags a number of times, You can technically listed
them under and incomplete set, but it does mess with the price guide. Or as a
custom item. Ebay sometimes works better for these, I usually list them for 6
months to a year before I reevaluate.
It'll either sell instantly or take forever.

I would probably sell as new pieces since it has never been opened yet I have

I got to open one recently (it was already sort of opened) and it was like a
flashback to being 6 years old again.

The perforated bags allow air exchange between the parts and the outside. Must
have been something in there that TLG decided needed it.

Are you certain the LEGO inside the bag has not been used? If so, it is new.
If you are uncertain, it is best to call it used.
