I shipped something to a US military base a couple weeks ago. USPS tracking indicates
it hasn’t been delivered. I haven’t heard anything from the buyer, but I’m becoming
concerned. Is this normal or should I contact them myself? I’ve read that sellers
shouldn’t harass buyers about changing the order status, so I’m reluctant to
make contact without proper cause.

In General don’t worry unless the buyer reaches out. I’ve made purchases where
tracking says it hasn’t been delivered but I’ve gotten it and sometimes I’ve
gotten packages but not gone thru them for many weeks so in general there isn’t
any issue. (I’ve also shipped multiple packages to military addresses and they
all arrived fine )

If it hasn't been delivered, the buyer would have no reason to change the
order status.

If it has been delivered, the buyer doesn't need to make any change to the
order status, and you should not harass the buyer.
