The head of this figure, at least on every version I have seen including my own from a sealed set of 7961, is part 3626cps8, not part 3626bps8 as is currently listed.
These parts are supposedly linked by having the same printed design on a different head (b vs c type heads). In fact, the prints are very noticeably different, such as the nose being more detailed, the chin being wider and additional black markings near the eyes being present on the newer version. (Note- these are not the 'print variations' shown in the image on the item page of 3626bps8. This is a 3rd design, the same as is shown on the page for 3626cps8.)
The same issue is present in the inventory of sw0423 'Santa Darth Maul'.
Additional note: I attempted to include a row in my change request to add part 3626cps8 to the inventory but this was not allowed as the system believes that part is already listed in the inventory.

I'm not an expert by any means, but to me it looks like you have the print
variation in the third photo of the head.
It might warrant another variation image photo, but it still looks substantially
like the same head.

The one on the left in the photo I posted is the one on the right in the 3rd
image on the page for 3626bps8.
The one on the right (sw0323) in my photo is very clearly different from this.
It is not simply a production variant but an entirely different design first
produced for the 7961 Sith Infiltrator. I'm fairly certain the 3626bps8 design
was never used in this set, based on reviews I have found from when the set first
released and also the box art of the set clearly showing the 3626cps8 version.
Both are Darth Maul heads but that's about where the similarities end. All
of the lines are different shapes or different thicknesses. To me it's
like saying 3626bpb0238 and 3626bpb0321 are just variants of the same piece simply
because both are Palpatine.
(Something to note is that the inventory for the figure gives the box art of
the set as the source rather than the contents of the set- this may be the source
of the error if the person who made the inventory didn't realise based on
looking at the box art that this was, at the time, a new design rather than a
reuse of the previous version.)

It may be related to how TLG views their own inventory.
For instance they only recognize one variant of pearl light grey, as described
in this thread:

Therefore, they may view the Darth Maul head you're talking about as the
same head.
If you didn't know, TLG now owns BrickLink, and has the final say on what
variations would be considered similar or not.
It's currently up to the BrickLink catalog administrators to list variations
as TLG has not yet told them not to do so. This may change in the future.
This is my own opinion, based on the stance that TLG are taking with color issues.
You are free to have your own opinion, but the Darth Maul head entry might just
end up with a variant photo added.
Finally, there are printing variations even with the most accurate printing hardware
TLG owns. If this is only considered a printing variation by their production
team, then that's all it ever will be to them.

They don't. They have different element numbers (PCCs). The prints are definitely
different.

Nothing could be further from the truth. TLG has imposed no will over BrickLink
as to how things are categorized or recognized.

That is the correct statement, and it may change. However, I don't see it
happening as BrickLink runs a marketplace of items spanning decades while TLG

TLG has taken no stance here with color issues. All color issues are dealt with
by the catalog administration team. It was our decision about what was done with
the Pearl Light Gray / Flat Silver issue as well as the new Trans-Black / old

The eyes appear closer together and the nose is less pronounced on the right
one; it looks like the head on the right matches the figure’s photo, while the
head on the left matches the head that is in the Minifig’s inventory.

I agree that the bottom two are likely the same. But, they have a White printed
base, and the one above them has a Yellow printed base. The top one has just
the Red (which is more pinkish compared with the rest.)

Then I’d say they tried the top one first (no primer), then they tested Yellow
and White primers (or White and then Yellow).
Or they tested with a primer and realized that didn’t hold during production
(too many misalignments) and decided to go with the simplest one.
IOW: I don’t know nothing  but then, that’s not news

Yeah, I think we need three new entries to fix this mess. The difference between
the yellow base paint and white base paint versions would probably not be enough

the yellow base paint and white base paint versions would probably not be enough
to warrant their own entries.

Just a guess but could the differences in the 4 on the left be 1999 heads vs
a 2007 version from set 7663? (Or possibly the 852551 magnet set)
From what I can see based on box art and some old reviews of the sets, the 1999
version may be the orange eyed ones while the one on top with the pupils in yellow
eyes could be from 2007.

I agree, the original head entry
should be split into an early version (1999-2007?) and the new version (2011-2012?).
Do you own a blocked open version of the later design? It would first need to
be added to the catalog before we can proceed with any inventory changes.

I have 2 of the Santa Maul (which has the same head listed and so the same problem)
and one of Maul from 7961. All 3 have the recessed stud.
Another point of interest is that the 2 Santa Mauls both have a slightly darker
red on their faces while 7961 Maul and a keychain I have of that figure have
brighter red. The same brighter shade of red is on the sw0384 Maul I have, which
has the same art style as the 2011 version but a different expression on his
face- I noticed the difference when I was planning on using the heads interchangeably
for a stop-motion and the Santa Maul head didn't quite match. This may simply
be differences in the production process though and a case of how much ink was
used (9509 did come out over a year after 7961 so they may have changed the process
in that time) rather than being a different design.
Can't provide a photo for comparison right now as both of my Santa Mauls
are at my parents' house.

The head of this figure, at least on every version I have seen including my own from a sealed set of 7961, is part 3626cps8, not part 3626bps8 as is currently listed.

The PCC for the head on Minifig sw0003, per the instructions for Set 7663 is
4512841.
The PCC for the head on Minifig sw0323, per the instructions for Set 7961 is
4629999.
While LEGO does sometimes change part numbers for the same piece, when combined
with the fact that the respective heads look notably different, I think this
is proof that the heads are in fact different.
