Over the years I have seen what I would call a lighter ( inferior, dull colour
version ) of Trans-Light Blue.

Is this just like what we experience with Pearl Gold and is normal or maybe
a pretty good fake. I am only seeing this with small parts like
Part ID: 22388 , 3023. I am still seeing the Lego logo on 3023.

Appreciate your time in advance.

the transparent colours especially have had quite noticeable shifts in colours
over the years but are still made by lego

Trans-Light Blue has a ton of different variants. Some of these variants look
greener than the average TLB part.

The LEGO Group is not distinguishing between the two color variants. There was
a forum thread on this very subject, and concerning changes to several colors
BrickLink differentiates, but that TLG does not.

Cheers ...

I bet you they do not look like Trans-Medium Blue when compared directly to Trans-Medium
Blue

The bottom ones may be the newer (2018+) MABS plastic, after the switch from
PC.

LEGO has stocks and uses them.

For instance, it took them a couple years to change from Ligth/Dark Gray to Light/Dark
Bluish Gray.

Fortunately (somehow), those packs must be made just when the parts are moulded,
so they are the same matter & colour.  If the parts had been sent to storage
first, they would have been mixed.

You generally don’t get so lucky with mould variants.  For instance, when the
BL inventory says Regular 10 of variant a / Alternate 10 of variant b, you can
actually end up with any combination of a & b (0+10, 1+9, …, 5+5, …, 9+1, 10+0).

I feel they will be very near TR MEDIUM BLUE.
my bet: they are near to MEDIUM than LIGHT.

The op can check the MABS hypothesis: newer microprints + feeling at touch
