| When listing the Bagpiper, Series 7 minifigure as not coming with the stand and
accessories, then it is NOT NEW.
New means that the product is delivered with everything that came in the poly
bag.
Without the stand and accessories, it is "Used."
List your products correctly!

I thought the definition of new was the pieces not having been interlocked together
previously and only having been touched in order to sort them out, moving them
or shipping them. I thought that omiting pieces, as long as it's mentioned
in the description, was ok

Yes, for sets it is, as long as it is listed as incomplete and the missing parts
are noted. Minifigures must be complete though if listed as a minifigure. It
is important to understand the difference between a minifigure and a set.

| It can still be considered new but incomplete.
Probably best to list it as the minifigure and not the set.

I understand your frustration but if it's never been played with it's
still new... otherwise all the spare pieces should be sold as used.
There is an "Incomplete" sub-condition which is not always used correctly

or an incomplete set. It can be used or new, depending on whether it has been
used.

No, you’re doubly wrong:
1. New / Used is different from Complete / Incomplete.
See https://www.bricklink.com/help.asp?helpID=102 for definitions.
2. Don’t confuse the different entries:
If you buy the minifig only, you get the minifig only. If you want the stand
and accessories, buy the (complete) set.

This would mean all Lego that is taken out of a package like a box, bag, foil
etc. isn’t new anymore.
So in these cases all parts, minifigs, stickersheets, baseplates etc. are used
in your opinion?
That is a strange way of thinking.
What you call used is just incomplete and if mentioned it is perfectly good.

By the way, the language "NAME, SERIES X (Complete Set with Stand and Accessories)"
and "NAME, SERIES X (Minifigure Only without Stand and Accessories)"
was added to the set and minifigure entries, respectively, of all the CMFs to
make it clear to buyers and sellers that one is the set entry and the other is
the minifigure only entry.
