I don't think we are ready with the Flat Silver to Pearl Light Gray switch.
That is a much larger issue that needs an action plan of its own.

This issue is as easy as saying any part from a certain era is just Pearl Light
Gray. These parts need inventory notes, is all.

The issue is that some BrickLink members in the past have seen distinctions between
the colors and have registered their findings in the inventory system and to
a certain extent in their listings.
Merging Flat Silver and Pearl Light Gray is something we will likely to in the
future. But it needs to be planned, announced, and carried out in a way to cause
the least disruption.

Please then provide Xanax to sellers.
Maybe also take a couple for you and catalog people

Merging Flat Silver and Pearl Light Gray is something we will likely to in the
future. But it needs to be planned, announced, and carried out in a way to cause
the least disruption.

The only harder to tell apart are the parts that come in a softer plastic than
bricks, but if you correct the inventories and listings people get along. And
side by side images show the difference in parts that came in both colors.
There are harder colors to distinguish like Light Yellow and Bright Light Yellow,
and some Blues if you don't have parts to compare.

From my understanding, this isn't about merging 131 Silver and 315 Silver
Metallic, it's about moving all of 131 out of Flat Silver, and making Flat
Silver homogenous 315.
As you say, the softer plastic parts of 131 are darker, and as such they've
been categorized as Flat Silver. However... This is an oversimplification, as
there's a noticeable change in parts produced as of 2006 and onwards, much
more closely matching the other Pearl Light Gray parts... Not to mention the
good ol' brief 296 Cool Silver, and general inconsistency in 131.
Correct me if I'm wrong.

It should say "Merging *pre-2010* Flat Silver and Pearl Light Gray is something
we will likely do in the future." There is no plan to get rid of modern Flat
Silver.
