There’s no specific date, as there was a period of phaseout and introduction
that overlap. In other words, it depends on the part.
Brown: 1974-2006
Reddish Brown: 2003-Present

The change happened during the Great Colour Shift of 2003-2004, then LEGO used
the stocks so some old Brown parts were still found later but the earliest Reddish
Brown parts are from 2003.
