Hi, this is Sia, I'm very new in the Lego world, and I have difficulties
navigating this website for buying items. I hope someone here can help me.

I want to work on a pixel art frame project, So I need two things as starting
steps:

1. Find all the possible colors of 1x1 plates. Ideally, if the info includes
the color code, and images, it will be very great. It seems the "Color Catalog"
page is not very useful.

2. Then, after figuring out which colors I want, I would like to order the items
by certain quantities. Again, "Color Catalog" is not useful and takes me to pages
that I don't understand what they are (They show other parts in various colors!!)

Could anyone tell me what's the best way to do these 2 steps, please?

You want the catalog page for the part: https://www.bricklink.com/v2/catalog/catalogitem.page?P=4073
You can look at the available colors on the Color Info tab or pick a color from
the dropdown to see lots for sale in that color.

It's important to remember that just because a part exists in a given color
doesn't mean it's going to be available or affordable. It could be way
waaay out of production. There's an excellent article about LEGO colors here:

I don't know that you can necessarily determine if a part comes in a particular
color just because it's listed as such. Even if you see one in "Price Guide
Info" column on the part page, it may still be that the seller incorrectly listed
it. For example, the 1x1 plates that show as sold in Light Purple earlier this
summer were probably incorrect, especially given such a low price.

Be careful about certain parts listed as Light Orange, Light Yellow, Sky Blue,
or Light Lime. I've found a lot of sellers don't know colors very well
and such parts are usually Bright Light Orange, Bright Light Yellow, Medium Azure,
or Yellowish Green (respectively). If it's not bb1001, parts listed in Neon
Orange or Green are almost always wrong.

Though erroneous listings sneak in, one way to see if a part was almost certainly
made in a particular color is to click the Sets link under "Item Appears In".

By the way, 1x1 plates in Medium Lime exist--I have one (sorry, not for sale).

If you are going to be ordering lots, you probably want to look at price too
and pretend some existing ones don't exist due to their price!

Sounds like you're trying to make a mosaic.

I've made a few so let me offer some advice. There are 1x1 plates in colours
that you can obtain in quantity for reasonable prices (5 cents each or less).
Most of the stores that have them in quantity and for those prices are in Germany.
Also, if you know what you're making, you can buy larger plates as well.
1x2, 1x3, 2x2 corners and so on. A 1x2 plate is usually cheaper than two 1x1
plates. If you're looking to reduce your cost per stud, buying larger plates
will help. If you're not making a mosaic but are buying parts for a classroom
for example (to have the kids make mosaics), you might want to skip the larger
plates.

The parts you're looking for are

That's a lot of colours! Even if you got 500 of each colour at 5 cents each,
you're looking at almost $1000, probably more when you factor in multiple
shipping costs and possibly duties.

You could narrow down the colours. Do you need 6 shades of blue? Do you need
5 shades of green? If you're making a mosaic of the Hulk, maybe you want
all the different greens.

The last part is to make a wanted list. Add each of the parts in the colours
you are looking for and search. Or, pick one of the 1x1 plates in a particular
colour and look at who has the highest quantity at the cheapest prices. Then
visit that store and see what other 1x1 plates they have at prices you're
comfortable paying. As I mentioned, they will most likely be in Germany.

You may use both

SKIP step 1. while it was sound, and achievable, it is a waste of time. you don't
need all them. you just need easily avaiable colors in huge qty, and sold near
you to minimize costs.

I use a homemade elimination/combination method to find colors with high avaiability,
cheap prices, so here's my list, which you can modify at will

-black
-blue
-bright pink = use this for pink
-dark bluish gray == you can choose between 2 grays:
-light bluish gray == this is my preferred gray
-dark purple = well I don't recomment using it, too dark
-green
-lime
-orange
-red
-reddish brown = use this for brown
-tan
-white
-yellow
-flat silver == use those 2 for metals like silver and gold
-pearl gold ==

this was based on item 4073 because you said it in the post
but if one chooses to base the project on the other item 98138, the favorable
colors changes a lot.

As a cheaper alternative ;
1. Decide if you want to use 1x1 round tiles or plates
2. Browse through the Art sets, find the sets that best cover your needed quantity&colors..
buy them

3. For the rest of the colors&quantities buy from Bricklink sellers as instructed
by other users here...

If you will doing a face mosaic for example even 1 Beatles set may do well if
you approximate the colors...

By the way Lego officially has a way to order a mosic by uploading a photo...
That's another way to obtain the parts by the way but I don't know if
it's cheaper or expensive than the other methods suggested here...
