There is an issue with these minifig heads for which no decision is made yet.
I am pretty sure the inventory admins won't accept these requests since they
don't have yet a solution to address this issue.

Yep. It is currently on the catalog roadmap (project #3) and no changes will
be made until we come to that project and decide how to deal with the solid stud/blocked
open stud heads.

I don't think so. We don't have separate entries for minifigures with
different head types, neither for the solid/blocked open stud nor for the blocked
open/hollow stud transition period. I'm sure you can list minifigures released
around 1990 with both types (maybe add note which version is included).

I don't think so. We don't have separate entries for minifigures with

Yes, this is the solution, to place a note in the listing mentioning the type
of head. Even if the entries were completely split, I would mention the head
type just to make sure there is no misunderstanding.
