| I didn't fully understand what I had to do. Bricklink will automatically
issue an invoice to the buyer including VAT there? Or will I need to include
VAT myself ?

2. for orders to EU below €150 when BL collects VAT from the buyer, use BL’s
“IOSS” number in the electronic (not paper) form you need to fill for shipping.)

but there is nothing about a IOSS in these formulars.

Thanks, this does not solve the question of how to ship from the EU to outside
the EU.(in particular GB, as we get a BL invoice to attach) See my post about
attaching the BL invoice on the envelope. It must be quite confusing, we attach
a label with value indication, description of goods etc. on which we can't
indicate tax have bneen paid by as third party..and hope the customs understand
that addotional info of the paid tax can be found on the letter attached on the
flipside of the letter?

Okay, but the EU VAT rules are for import into EU.
For import into UK, it’s UK VAT rules: https://www.bricklink.com/help.asp?helpID=2511

And AFAICT, UK hasn’t set up their own electronic IOSS-VAT-ID stuff, so it’s
paper and attached-invoice.

Some international shipping to EU now needs electronic forms to be filled, and
the IOSS is a field in these forms. See this thread: https://www.bricklink.com/message.asp?ID=1278588

As far as I know, EU sellers only need an IOSS number with distance sales, of
which the goods will be shipped from outside the EU. All EU webshops, selling
as an interface (for example between Ali and EU buyer), will have to pay VAT
starting at € 0.00 (before € 22.00).
If you are an EU seller and you didn't import your Inventory, you don't
need an IOSS no.

Hum, I guess BL uses the same boilerplate text (and code?) for both.
There’s another example of using the same text several times: If you look on
top of https://www.bricklink.com/help.asp?helpID=2514 , which is titled “Brexit
Marketplace Changes,” there’s the same text than on https://www.bricklink.com/help.asp?helpID=2517
On the Brexit page, there’s also stuff about VAT registering in your EU country
(so, not UK) which is not exactly the same on the EU VAT page (where the EU thresholds
are mentioned later), but it’s confusing to talk about registration in EU when
you’re talking about UK….

The question is which way.
I was talking about imports in UK: per BL’s help page, the non-UK seller needs
to attach the invoice and that’s all.
For import into EU, per BL’s help page, the non-EU seller “generally” needs to
give BL’s IOSS-VAT-ID electronically (or can put it on the CN-22 but BL also
says not to write anything on the package and the CN-22 is sticked to the package…).
So, as you’re in UK, UK RM reminded you to use ECD for your exportations to EU.

Yes, that's correct.
UK sellers exporting to EU must submit customs data electronically.
Those who can't for whatever reason will need to go to Post Office with their
CN22 already completed. Counter staff will input the CN22 info and (if I understand
the process correctly), will produce a new CN22B form which has a barcode (containing
the ECD data that they just entered) which presumably, will be applied to the
package over the CN22.
I haven't personally been through the over-the-counter process myself as
I have a business account with RM, so don't have to negotiate with Post Office
staff 😀
Perhaps another UK seller could verify from real-life experience of their own
encounter.
