So I took a chance and bought a 75288 AT-AT walker with a damaged/open box. When
I got it, there were nine sealed bags of parts: 7 bags numbered 1-7, and TWO
bags #8.

I assumed a wrong bag had been subbed in, but looking at it more closely, one
of the bag #8s has General Veers parts in it, and the other bag #8 has 2741 -
the DBG large steering wheels that make the AT-AT's "neck." Looking at the
instructions, both Veers are the steering wheel/neck assembly are included in
bag #8.

MY QUESTION IS: Have you ever seen this before where one bag (in the instructions)
was split into two bags with the same number in the box?

Yes, I am pretty sure that I have seen this before, especially in larger sets.

It is pretty common to see double bags with the same number on them and I think
you're supposed to combine them when building (or at least that's what
I've been doing for years).

Cool, thanks. I hadn’t opened the bags yet, so I wanted to know if that was fairly
