I'm selling this set with the original instructions and parts and there is only one 8-tooth gear. Rebrickable agrees.

Nice catch! Yes, there is only one of these included in the build and the alternate
build, but sealed sets did include two of them. Therefore, one of them is an
extra part and will be manually added to the Extra Items section.

I decided to check the rest of the inventory for discrepancies and found other
issues.

Only 16x
 
Part No: 2780 Name: Technic, Pin with Short Friction Ridges
* 		2780 Technic, Pin with Short Friction Ridges
Parts: Technic, Pin {Black}
are used in the builds, so the 17th one is an extra. I have manually adjusted
this.

Also, only 8x
 
Part No: 3713 Name: Technic Bush
* 		3713 Technic Bush
Parts: Technic {Light Gray}
are used in the builds, so the 9th one is an extra. I have also manually adjusted
this.
