Source? Images of the back of the box do show five red flowers in alternate models
which would require a second sprue, but I don't think there was a 4th flower
stem in any of them. But I would need higher resolution images to be sure of
that.

I have received two sets of photos from sets with box opened but the content
claimed to be
1) new with European box
2) second one in mint condition with origianl parts: Canadian box
The following parts appear in both copies but not on the inventory
1) four black instead of three
2) Four stems instead of three
3) seven instead of six
4) two instead of one
[p=3742c01,5]
5) two instead of one
On only the first copy, the quantity of these parts is different than what inventory
shows.
6) three instead of two
7) 13 instead of 12
There is a model on the back of the box. On one side of the road, there is one
stem and on the other side, there are three stems. See photo attached.
If we check the photos of the main model, the stems appear in different positions
so this is tricky. On the other hand, for set 6372, there was only one alternate
model on which an extra stem appear.

The images at the bottom right and top left do appear to show the same model,
but with different orientation of the bus stop sign and different positioning
of the minifigures. It was common for box art photos in that era to also show
different positioning of flowers so we can't be sure that all four flower
stems were actually used.
I'd prefer to add it to the inventory as an extra item because this is a
part that usually comes with an extra. Not in many inventories from that era
but that is probably because of lack of sealed set verifications and not because
they were not actually included in the sets.
As far as the other additional parts are concerned, they might be used in the
alternate models. But it would require some reverse engineering of those models
to figure out if any of them could not be built with the parts that are currently
included in the inventory as regular items.

as they wished.

The parts at that time were not always included in sealed bags but the box was
wrapped in cellophane. This is the way my sealed 165 is packed by TLG.
I agree with all of what you say. This is subjective. At that time, TLG were
not that careful. For example, the third minifig of main model of 165 is not
the box art on the front of the box!
I personally vote for regular section but I submit a request for extra section
anyway.
