IT is hard to find sealed copies of these old sets. I found out that the light
gray rims were still used in 1969 (at least), the year in which this set and
721-1 were released. See

The instructions and the box of this set shows the light gray rims. I also found
some used sets coming with light gray rims AND blue battery wagon/blue motor.
I don't know why the light gray rims were never added to this inventory.

The photos 2,3,4 are a new one from the store Bluxe.
The photo 5 is form another new copy.

I did not request to add the blue battery box or the blue motor, I only requested
to change their match Ids. They are already in the inventory. but the way, the
blue battery box and motor appeared in sets from 1970:

When inventory admins receive a request, they want to see evidence to approve
it. Concerning the light gray rims, we have already two sets from 1969 to consider:
1) Should the light-gray rims be removed from 721-1?
2) Should they be added to 103-1?

The first question is the opposite of the second question because the light-gray
rims are already in the inventory of 721-1 but they are not in the inventory
of 103-1.
Were there any evidence that they came with 721-1? (I don't think so)
So everything is based on how the inventory were created in the early days of
Bricklink. The set 721-1 was inventoried to have light-gray rims and then the
black ones were added. But 103-1 was inventoried to have the black ones in 2006

I understand this, but the original inventory may be wrong. That is why I look
at everything I can find. I want to know if alternates are the right course of
action or if outright replacements of the main parts are needed in the inventory.
So far, I have not personally found an image of one of these sets with a blue
battery box or light gray rims. You said that you had found some. I asked you
where I could find those images. You have yet to answer that question. I do not
trust anything from the ToysPeriod website, because they steal all of their content
from other sources. In other words, I will not trust that the one image from
that site that shows the blue battery box and light gray rims has all of its
original parts. The image may be from a source that used the box images to complete
the set, but all of the actual parts in the set may have never been those pictured
on the box.

I have only found photos of two new copies of it. So it is very hard to find
a sealed copy of this set coming with these variation of parts.
Also, most of the trainrims are already perished, so most of those we see in
photos, black or light gray, may be replicas (non-original).
There are four listings on BL of this set, coming blue battery box and blue motor.

All right, you have convinced me.

I will keep the blues and grays as the Regular Items since the set probably first
came with those even if we don't know for sure. Eventually, everything changed
to black, so those will be the alternates.
