This one is better, much better You can see sealed bags.
(btw it is in polish so I understand what he is saying )
More interesting is that this set came with wheels and tires already assembled.

It seems that in 1998 sets came still with wheels and tires already assembled.
Here another example which I found (sealed bag, set opened in front of the camera)

Proofs from auction sites are not so good, there are mainly used sets and we
don't know if parts in there were messed with others sets in collection.

oops, this shows how careful you must be, almost missed it How there is in
sealed bag part with sticker applied? Bags were reseald evidently.

but just2good review of set 2452 is ok and it is good proof of assembled wheels,
opened in front of the camera, evrything is visible how he opened it and and
what was inside.

but anyway here I can agree that in this case we can change undetermine to checked
variant
