This is a placeholder request for a proposed system-wide change. The small wheels
in older sets always came together when new, and it is my opinion that they are
best traded that way as well. In addition, there is a general tendency in inventory
work to list things as they came new, and in new inventories this is the accepted
practice, with the exception of animals (and of course, minifigs).
I have prepared a series of "answers" to statements both supporting and not supporting
this change. They can be found here in this pdf (please note, there are 4 pages):

Also, I have prepared a spreadsheet listing exhaustively all wheels in the affected
categories, with different stages of the proposed changes noted in the left column:

An abridged image of the spreadsheet in long format is attached below, along
with an image of an opened-but-still-sealed-in-bags set from 1991, showing the
parts inventory and the actual pieces in their "new" state (no, I did not assemble
the tires in the bag! )

of how these wheels originally came:

Thanks for that bit of information. The balloon tire was the only one with a
question according to the instructions, and it also was attached to an axle end
in many sets, where it was definitely separate. So we'll scratch that one
from the list.

Pdf spreadsheet adjusted plus a few other minor corrections. Just to clarify,
"together" or "broken" in the far right column means that this is how the assembly
appears in instructions.
"Listing" refers to how the assemblies are currently configured in BL inventories.
If no listing is mentioned, it is implied that the assemblies are all currently
separated.

I ran across a current BL sales image today that encapsulates in a snapshot what
could be prevented by making these changes. You can see that
...have been separated into what the inventory currently says:
...and it even looks as though:

...which is not exactly what the inventory says, but the small tire was likely
too difficult to get off.

but it is related. I was just checking the inventory of this set:
and I see that it comes with eight of
and 16 of
and 16 of
The box image (and likely the official part count) shows a total of eight assembled
parts (see attached image) and BrickLink's inventory shows 40 parts taken
apart. It seems to me like this has resulted in the set inventory being inflated
by 32 parts.
Surely these wheels didn't come in sets disassembled like this?

Those wheels look like they have pins. The 7049 part should be an outlier in
1996.

The 1880 instructions show the 7049, and 9354 is a sealed source (plus another
soft confirmation with the addition of the alternate head). The end date of 7049
would be 1992.
So, no, I think the only error* is in the 1996 set.
*That is, the only error in the context of our conversation. I will never say
there are no more errors on BrickLink!
