I hope I did this right -- I think the number of these counterparts just needs to match the number of the regular items, i.e., 4 small smooth dual tire sets, as shown in the instructions (2 at the rear of the first tanker, and 2 on the second tanker).

You are correct. Many wheeled counterparts were added en masse and sometimes
there were clerical mistakes like this that slipped through.
