There is one sword per sailor, and the 4th one is an extra. This is confirmed by the official piece count, outlined as follows:

current piece count with minifigs broken = 284

+1 for treasure chest

-1 for feather sprue

-3 for minifig heads

-1 for extra sword

= 280 = official piece count for the set
