This is the only variant possible for this set because a) the part is connected
by an axle, and b) the orientation of the axle holder must allow the part to
be "in phase" with the other round bricks (see image below).
I also checked a few You Tube videos to be sure the grey round bricks line up
the way they do in the instructions, and they all do.
