| One should not be allowed to make an Inventory Change request for an item, when
there's already a request pending for the same item in the same set.
This would be good for the change request submitters ánd for the admins 
The list of pending requests would be a lot smaller.

Inventory admins should approve requests faster. That would cause less duplicate
requests. If they are overworked, Bricklink should appoint one or more additional
inventory admins to help them.

Or the other way around. If it would be fixed, there would be less requests and
approval would go faster

I believe that is how it used to work, but it was never fixed after the hack.

It should be fixed than, for admin's sake!
There would be less duplicate requests -- less requests -- Faster Approval.
