In reference to this guidance, the Catalog Request Topic is not the correct
one for the "I have _____. Please approve the catalog entry".

That is not at all intuitive based upon the Topic Name or the Topic Charter.
Both of those would seem to indicate that is an acceptable topic for the post.
It seems easy enough to add that clarification to the charter to make the proper
topic selection easy for anyone to choose.

something in the catalog.

Splitting it into "Change Request" and "addition/subtraction requests" should
solve the problem.
