In Set 7707-1 Striking Venom, Meca One is not currently considered a minifigure
on BrickLink, presumably due to the fact that he does not have legs and is kind
of "built into" the larger Striking Venom model (Page 48, Step 31.13).
However, the same goes for all the other Iron Drones in the set and yet they
are considered minifigures.

Additionally, the legless Meca One is assembled at the start of the instructions
with all the other minifigures in the set, and is added to the larger build without
a part callout (again, also like the Iron Drones, on Pages 28 and 35).

It seems to me like the Meca One half-figure included in Striking Venom should
be considered a minifigure. Is there any reason that it is not?

Yes, that is why.

All of the other drones are shown as complete minifigures at the beginning of
the build, so they are complete minifigures.
