The thing on the top of the bicorne hat makes them look like keyrings.

Well first of all, it's a key ring as others have explained.
As for their origin, it is possible they were sold like this in the LEGOLAND
park, but that doesn't make sense as there should've been more of them,
right? In fact, they've popped up every now and then with no concrete backstory,
but because the bicorne was never produced without print like this, and because
the few I've seen seem to show up with LEGO employees in Denmark, I would
hazard a guess that they were internal key chains for some sort of giveaway,
maybe to a specific department. They're a bit unique, but nowadays you can
make a replica, and I've even found some of the vintage ones unprinted in
random Lego lots.
I can ask around here in Billund if anyone can recognize them. Would they possible
be for sale? I would love one, but I understand maybe they want information on
them before they sell them. Tackar!
