Question as a brand new seller. If I am listing parts/figs that are originating
from a new set(s) that I am opening and parting out are these parts considered
new or used?

Just resist the urge to stack or build them. The rules don't prohibit that
with the minifigs but most buyers prefer them not to be built.

Indeed. Don’t play with my toys before I buy them!

Are you saying keep the minifigs unbuilt even though they would be sold as a
complete minifig?

Yes.
There’s a provision in BL’s rules that allows for built minifigures to be sold
as New. It’s because, sometimes, minifigures come all built or partially built
in New sets (books for instance, but also older sets had the head already attached
to the torsos).
But it allows _any_ minifigure to be built from New parts, once, and still be
New, so some sellers are building their minifigures… but most buyers don’t like
it.
If you are afraid of losing or mixing the parts, put them in a bag, one bag for
each not-built-yet minifigure.
