I'm trying to understand why - for example - this:

 
Set No: 71034  Name: Minifigure, Series 23 (Complete Random Set of 1 Minifigure)
* 
71034-1 (Inv) Minifigure, Series 23 (Complete Random Set of 1 Minifigure)
1 Set, 2022
Sets: Collectible Minifigures: Series 23 Minifigures

is listed under sets, but sealed Super Mario minifig packets (any series) are
not.

What I'm trying to do is list sealed bags (complete random set of 1 Super
Mario Series 1 minifig) for sale, and there seems to be no way to do this. Unless
perhaps I've missed something?

I'd be happy to submit a Add to Sets Catalog request if that's what it
takes.

They are in sets. Look up the figure you want them look at appears in, you will
see the sets there. Same as other minifigure series.
