1st store, that is writtten on their terms pages, I did a quote in the first
store, and in additional charge column was the amount equalling 21% 12.50Euro,
of total cost of order, I asked what is it for, and the reply was paypal, nothing
else bit steep.

21% additional charge? Are they in Belgium for example?
That more corresponds to their VAT they are not allowed to charge you! It cannot
be PayPal fees, that'd be a ridiculous amount.
Please explain better what you encounter (and the numbers), I've difficulty
to understand what happens here, sorry.

I did ask her, and she said that is for paypal fees, which is B/S, as paypal
fee would be about 3-4 euro.

If that's in Terms, it's very bad, it's 100% a fraud subject to both
criminal and fiscal sanctions.
As being Export for the seller, VAT 21% should be absent from the price (it's
automatically removed by BrickLink) and should NEVER NEVER be added back, one
way or another.
1) Report this shop.
2) Send an e-mail to BrickLink support showing the Seller's Terms (screen
copy) and explaining they add VAT back for export.
I'll send you PM the e-mail address.
This is also bad for the community, buyers may quit because of deceptive practices...
And in your case you may have to pay your import taxes on taxes which have been
wrongfully invoiced to you
