Did you pay onsite, or did you manually send them money? if you manually sent
it, then Bricklink couldn't collect sales tax, so the order can't be
processed. The only way to fix it is if the seller refunds the payment, and you
pay onsite.

sadly many default templates still include that message, and the seller has to
remove it. however its not applicable for a good few years now.
